FCC adds foreign-produced advanced robotic devices, from humanoids to robot vacuums, to its Covered List
On July 28, 2026 the US Federal Communications Commission added foreign-produced "advanced robotic devices" (and power inverters) to its Covered List after an executive-branch national-security determination. New foreign-made models can no longer get FCC equipment authorization, which they need to be imported or sold. The rule is country-neutral on paper but widely read as aimed at China's robot makers.
Key facts
- Action: Covered List update on 2026-07-28 based on an interagency national-security determination ('unacceptable risk')
- Scope: the definition is broad and covers humanoid and quadruped robots as well as robotic vacuums, pool cleaners and lawn mowers; fixed, stationary, non-mobile robots for industrial or medical use are excluded
- Effect: no new FCC equipment authorizations for covered devices; models authorized before July 28, 2026 can still be imported, marketed and sold
- Exemption path: 'Conditional Approval' from the Department of War or DHS, which requires corporate and supply-chain disclosures and a time-bound plan to build or expand US manufacturing
- Precedent: follows the December 2025 addition of foreign-produced drones (UAS) to the Covered List
- Country-agnostic on its face but widely understood to target China-made robots (Morrison Foerster, Covington)
What happened
The FCC's Covered List names communications equipment that the US government considers a national-security risk. The July 2026 update extended it to whole classes of foreign-produced consumer and mobile robots, a class-based approach first used for drones in late 2025. Existing authorized models stay legal. New humanoids, quadrupeds and home robots made abroad need a US-government conditional approval tied to US manufacturing commitments.
Why it matters
It is a broad US barrier against the fast-growing Chinese embodied-AI industry (for example Unitree and Galbot). It came as Chinese humanoid makers raised large rounds and IPOs, and it ties market access to onshoring robot production.
