Sierra and Meta announce the Personal Agent Protocol, an open standard for how personal AI agents deal with businesses
On Oct 6, 2026 Sierra (Bret Taylor, Clay Bavor) and Meta announced the Personal Agent Protocol (PAP), an open standard for how consumers' personal AI agents sign in to, get permissions from and act on behalf of users at businesses, built on OAuth and using MCP/OpenAPI for APIs. Genesys, Instinct, Rocket, Shopify, Stripe and Walmart are partners; a v0.1 spec is promised for later in October.
Key facts
- Authors of the announcement: Sierra co-founders Bret Taylor and Clay Bavor
- Partners: Meta, Genesys, Instinct, Rocket, Shopify, Stripe, Walmart
- Authorization built on OAuth: an agent can start as a guest (check stock, read a returns policy); once the customer signs in they choose read-only or write access
- Companies choose which features to expose and see what agents do, whether the agent comes through the website, APIs (MCP, OpenAPI) or the company's own agent
- A session carries across channels, so a question asked before signing in and an order changed afterwards count as one visit
- Status: preview; v0.1 specification and a reference implementation 'later this month' (October 2026)
- Payments are a planned extension, not in the first spec (The Next Web: partly because EU strong customer authentication was not designed for automated payments)
- Context: Meta's Muse personal agent launched four weeks earlier; Stripe and Shopify also back Visa's rival Trusted Agent Protocol (The Next Web)
What happened
Personal agents such as Meta's Muse mostly use company websites the way a person does, by loading pages and filling in forms. The Sierra post says this is fragile and gives companies no control. PAP proposes a standard way for such agents to identify themselves, get the user's consent at a chosen level, and act through whatever channel the company offers. The spec was not yet published on Oct 6; only the design and the partner list were announced.
Why it matters
Big consumer platforms (Meta, Walmart, Shopify) and payments (Stripe) are agreeing on how outside agents should enter their systems. That is the plumbing agent commerce needs. It competes with Visa's Trusted Agent Protocol, and both have some of the same backers.
