China plans to restrict exports of AI models that
- trained on “important data”
- contain at least 2 trillion parameters (Kimi K3 is 2.8T, Qwen3.8-Max is 2.4T)
Models already released won’t be affected. Beijing said it’ll continue to back “open-source” AI models including by facilitating their licensing
