Utah Gov. Spencer Cox signs a 'pro-human' AI executive order for state government

On Oct 6, 2026 Utah Gov. Spencer Cox signed an executive order setting a "pro-human" framework for AI in state government: AI-literacy training for all state employees, AI-driven process improvements, citizen-facing automation with human review for decisions affecting individual rights, the State-Endorsed Digital Identity framework, and annual progress reports from July 1, 2027.

What happened

Cox, a Republican who has pushed a "pro-human" line on AI, signed an order about how Utah's own agencies use AI. It does not regulate companies. Unlike the federal government after Sept 29, Utah's order keeps the term "artificial intelligence".

Why it matters

A small step, but it is one more state setting its own AI rules for government while the federal "super intelligence" policy goes in a different direction.
